MINUTES OF THE REGULAR MEETING – Jan. 10, 2005 6:00 PM


Selectmen Present:             Eric R. Munson, Jr., James Deming and Wesley D. Greene II

Present:                              Joanne Duval, Dog Officer, Wil Greene, Billy, Walker,
                                           Lester Walker, Rebecca Lemanski, Sharon Messenger and
                                           Wesley Greene


Minutes of previous meeting accepted.


Joanne Duval, Dog Officer spoke to the board about issues that continue to happen in North Tolland
with one resident and his dogs. The board decided to send the resident an “Order of Restraint” letter.  


The Board of Selectmen had a discussion with everyone present about articles that have been published in the Town Tattler “Letters to the Editor”. Jim motioned to accept a policy for the “Letters to the Editor”. The policy was accepted unanimously.


Publication Policy:~ Letters to the Tolland Tattler


Letters to the Editor will be published that relate to
* Town issues (examples roads, town hall hours, budgets, schools,
zoning, bylaw and regulation enforcement, etc.)
* Town Process (including applications, obtaining permits, reporting
bylaw violations)
* Town services, needs, priorities, expenditures or results
* Endorsements of political candidates
* Announcement including births, obituaries.
* Kudos or thank you comments for outstanding services provided by a
Town employee, volunteer or resident


Letters of a personal nature will not be published


Wil Greene, Wildwood Property Manager asked about the trash fees for Wildwood. Joanne Duval, Trash Committee Member told Wil that the committee would be meeting within the next few weeks and that they would get back to him with an answer.



Michael Sullivan of Colebrook River Road informed the Selectmen that he is looking into starting a
4H club in Tolland. The Selectmen support the idea. An informational meeting will take place at the town hall on Feb. 17th 7PM.


A computer policy was recommended by Gloria Gery (letter)


Use of Computers: Only authorized Town employees with assigned secret passwords may use town computers. Employees must protect the security of their password.


Changes to Town Computers, Networks and Software:


1.  Tolland has contracted with Whalley Computer to configure, support and maintain our
    technology. No vendors or service staff should be hired to install equipment or
    software other than Walley Computer or software vendor employees. Software vendor
    support staff may not make any changes to the network or configuration without
    consultation with Whalley Computer Associates.

2.  No personal software should be installed on town computers or networks.


The computer policy was unanimously approved.
